Harriman Utility Board using absurd laws to steal from citizens.

Harriman is a city in Roane County, Tennessee. Now, if nothing else is able to convince the rest of the nation that we ain't rednecks, maybe this story will.

"A Harriman couple paid their utility bill every month for 18 years. But they're being sued by the city's utility board for its mistake on their sewer bill." (Here's the news channel; and here's the reporter; Emphasis Mine.)
"The Harriman Utility Board says Michael and Cassandra Chancey owe $1,600 for sewage service although the couple was never charged. And the utility board says it has the state law on its side....A 1989 state law called "collection for water or sewer underpayments" gives the Harriman Utility Board the right to access charges for up to three years, regardless of how an error was made." (Emphasis Mine.)

OH, well there's the problem! A bunch of boobs make an unjust law--probably after having "received" numerous reasons for doing so--and now, these "legal" thieves--who, I would surmise, have monopoly on said services--are being allowed to steal, in a decidedly legal manner.

Now I had almost got myself worked up about this. Then I visited the "legal" thieves' website:

"The Harriman Utility Board is a Municipally owned utility dedicated to providing Electric, Gas, Water, and Sewer services to residential, commercial, industrial, and public facilities. Our sole purpose for existing is to provide present and future rate payers with friendly, safe, reliable, efficient services at the lowest rates consistent with fair compensation to employees, safety for the public and employees and protection of our environment...The key to ongoing success is a total organizational commitment to our rate payers and to each other. That commitment is based on integrity, honesty, and openness in dealings with our rate payers, suppliers and each other." Source

...whew! now I feel better...wait a minute!

That Utility is "Municipally owned." That is, the city owns and operates it. Wonder what would happen if our potentate got hold of the water company? Wonder if anybody in a branch of their local government had any responsibility for getting a law passed that allowed them to make an error, but then allowed the person affected to pay for it? Is that what might be called a legal monopoly: when a goverment makes the rules for businesses and then runs one? or, would that be conflict of interest? Gosh, I've never been good at understanding goverment.

But it doesn't really matter. What they are doing is wrong; evil if you like.

Like I said ealier, it does have one good effect. It shows them big-shots in D.C. we 'rednecks' can act just like 'em.
